Norman is currently Director of Müller Advisory Services and acts as consultant to the financial industry on matters related to capital market regulation.

Norman worked for the Financial Services Board (FSB) for almost 19 years and was Head of the Capital Markets Department of the FSB, which is responsible for the administration of the Financial Markets Act, No 19 of 2012 (FM Act).

Norman represented the FSB on numerous boards and committees within the South African Financial industry, including the JSE Ltd Board and JSE Listing Advisory Committees, and the Strate (Pty) Ltd Board.

He was instrumental in the drafting and the passing of the FM Act through Cabinet and Parliament.

Norman also represented the FSB in a number of committees of the International Organisation of Securities Commissions, the global standard setting body for securities regulation, as well as the SADC Committee for Securities Regulators.

Previously, Norman was Head of the Economic Division and acted as Head of the Secretariat of the National Manpower Commission (currently called NEDLAC).

He started his career as lecturer in Business Economics at the University of Stellenbosch in 1981 to 1989.
